There's only one Lotan in the Bible, and he's a Horite chief and son of Seir the Horite (Genesis 36:20). His sons are Hori and Hemam, and his sister is called Timna (Genesis 36:22).
Lotan is also the name of a sea monster whose demise at the hands of Hadad-baal is widely attested in ancient Semitic lore. In the Biblical arena, this story is told in terms of Leviathan who is defeated by YHWH (Isaiah 27:1).
